Gopal Krishna Gokhale was a member of the Imperial Legislative Council. He was popular in India for the first time as a great champion of compulsory primary education. He publicly calls for the introduction of “compulsory primary education” in India.
He wanted the government to pass an Act on the lines of the English Education Act of 1870, giving local authorities in India the right to free and compulsory primary education for boys between the ages of 6 and 10 years.
GK Gokhale introduced a private bill in the council on 16 March 1911 as an informal member’s bill. The bill is popular as Gokhale’s personal bill of 1911.
